Imagine it's 1943.  You are about to be evacuated and have to pack a suitcase with clothes to last you 12 months, what should you select to dress up in.

Some items, like coats, took up a lot of coupons, so people had to think carefully before using up their supply.  To avoid wasting coupons, clothes were often mended, home made or recycled.On each shelf of the wardrobe is a different type of clothing:  outdoor wear, underwear, day wear, night wear.
